  1. Prepare the Cabbage Leaves
    Bring a large pot of water to boil. Immerse cabbage leaves in boiling water for 2-3 minutes or until just softened. Carefully remove and set aside to cool.

    In a large bowl, mix together the ground beef, cooked rice, onion, half of the tomato sauce, garlic powder, salt, and pepper.
  3. Fill the Leaves
    Place a portion of the filling in the center of each cabbage leaf. Roll the leaf around the filling, tucking in the ends. Place rolls seam side down in a baking dish.
  4. Prepare the Sauce
    Mix the remaining tomato sauce with water and optional brown sugar. Pour over the cabbage rolls.

    Cover and bake in a preheated 350°F (175°C) oven for about 75 minutes. Uncover and bake for an additional 15 minutes.
